Launching of NARBO’s Performance Benchmarking System of RBOs with Peer Review Process

The benchmarking system was successfully launched with 9 pilot RBOs represented, consisting of: (i) Ping River Basin Committee (THA); (ii) Bang Pakong River Basin Committee (THA); (iii) Dong Nai RBO (VIE); (iv) Red RBO (VIE); (v) Jasa Tirta I (INO); (vi) Jasa Tirta II (INO); (vii) Jeneberang (INO); (viii) Jratung (INO); and Mahaweli Authority of Sri Lanka (MASL).

On-line database and web interface for the NARBO Benchmarking System (NARBOBS) were developed and demonstrated to test the system.

The pilot RBOs represented during the launching agreed on the following next steps: (i) adopt benchmarking indicators; (ii) refine web interface and on-line database; (iii) formulate user guidelines; (iv) upload data sets; (v) draft reporting format; (vi) start peer review; and (vii) report benchmarking progress at 2nd NARBO General Meeting. A work plan reflecting these will soon be circulated by ADB.

The session had two presentations: (i) What RBOs Hope to Gain From Benchmarking? (Wouter Lincklaen Arriens); and (ii) NARBO Benchmarking Launch Workshop with Hands-On Demonstration (Ian Makin).
