The Ca River Basin Management Council is in charge of giving to the two provinces of Nghe An and Ha Tinh advice in the following areas:
- - making, managing and planning plans, strategies and policies related to the Ca river basin's water resource approved by the authority level.
- - giving to relevant services, industries, cities and towns instructions of building, adding, adjusting and amending their planning in accordance with the strategic planning of the Ca river basin's water resource.
- - protecting, exploiting and using the Ca river basin's water resource and holding forums for the combination of
managing water resource management, lessening water-caused disasters in the basin, preventing and overcoming
flood-caused damages.
- - helping relevant authorities at various levels and industries equalize interests and settle water source-related disputes in the Ca river basin.
- - building and managing data related to the Ca river basin, updating the data and coordinating collective use of the Ca river basin's water resource.
- - carrying out education and media programmes to promote the public awareness and capabilities of water resource management and guarantee the public participation into planning making.
- - Setting up and maintaining relations with provinces and localities related to the water resource of the Ca river basin based III Viet Nam and III Laotian provinces to form a foundation for participation into international projects
on and cooperation in water resource management, exploitation, use and development.
