Tjoek Walujo Subijanto is Director of Operation for Brantas River, the Jasa Tirta I Public Corporation (the Brantas and Bengawan Solo River Basin Management Agency), Indonesia. He graduated in Mechanical Engineering at Brawijaya University and Diploma Degree in Water Resources Management. He was working for 18 years since 1972 in Brantas River Basin Development Projects (as Staff of System & Procedures Unit, IT Coordinator, Superintendent of Civil Works Activities, Assistant of Design on Dam - Hydropower Plan and Metal Works, Assistant of Planning and Programming). Since the establishment of Jasa Tirta I Public Corporation, he was appointed as Chief of Research & Development Bureau and, since 2002, elected to be the Director of Operation for Brantas River.


Jasa Tirta I is a government owned company, established in 1990 based on Government Regulation no. 5/1990. The Corporation is a pilot in developing a concept of “corporatization” in water resources management, i.e. a river basin that managed by a neutral and professional institution who applies healthy corporation principles and general services norms on water resources in balanced manner, based on public and private participation. Brantas river located in East Java Province (25% of East Java Province area) is the most developed river basin in Indonesia, and has a main role in economic development of the Province (contribute 59% of East Java GDP, 2001).


As Chief of R&D Bureau, one of his main tasks was to establish a water resources management system to ensure that Jasa Tirta I become a professional, responsive and accountable institution. The system was developed based on Quality Management Assurance System. In 1997, the Brantas Water Resources Management System was awarded an ISO 9001 Certification by SGS International Certification Agency (Certificate No. Q 9755). His further ambition is to have Jasa Tirta I as a “well-known” River Basin Organization and a “center of excellence” in water resources management in his country.


During the 3rd World Water Forum, March 2003, he has active contribution in the discussion of NARBO establishment preparation. He was one of the key persons in the NARBO establishment at Batu – Malang, Indonesia in February 2004. Now, he serves as the Vice Executive Director of Indonesian NARBO Secretariat responsible in the international cooperation and communication. He is also a member of Indonesian National Committee on Large Dams, member of Indonesian Association of Hydraulic Engineers, and member of Indonesian Hydrological Society.
