Mr Elakanda has obtained his BSc Civil Engineering degree from the University of Peradeniya in August 1979. Immediately after passed out from the University, he joined Mahaweli Development Project that was considered as the largest single multipurpose project ever undertaken in Sri Lanka. Since then Mr Elakanda has been working in the Mahaweli Authority of Sri Lanka in different capacities in different sectors. He obtained his Corporate Membership of Institute of Civil Engineers (MICE), London and Institution of Engineers , Sri Lanka (MIE) in 1983 and 1984 respectively. To enhance his technical Capacity, he has followed two Post Graduate courses on Construction Management and Environment Management from University of Moratuwa in 1990/1991 and 1995/1996 respectively and obtained his post graduate qualifications. Also he has obtained the Master of Business Administration (MBA) degree from University of Colombo in 2003/2005.


During his 27 years long engineering career, Mr Elakanda has largely contributed for the advancement of the engineering profession in Sri Lanka and undergone more than 10 local training programs and 10 short term foreign training/exposure visits to enhance his knowledge and skills. In addition he has represented MASL for various international forums including WWW3 and presented eight technical papers of which majority are belongs to water sector.


At present he is holding the post of Network Coordinator for South Asian Network of River Basin Organizations (SASNET-RBO) which is a regional body of South Asia under the Global Water Partnership (GWP) in addition to his career status of Project Director for Village Self Help Learning Initiative Pilot (VSHLIP) funded by IDA/World Bank and Project Coordinator for National Water Management Improvement Project funded by IDA/World Bank.


Also he is currently serving as a Panel Member for Professional Review Examinations of IESL for 2004 and 2005 and involved with most of the IESL activities.


From the Inception of NARBO, Mr Sudharma Elakanda has made significant contribution to achieve its objectives while representing Sri Lanka.
