– Chief of the Red - Thai Binh RBO Office – Dr. To Trung Nghia is a senior engineer with 35-year experiences in river basin water resources planning and management in Viet Nam. Graduated from the Hanoi University of Water Resources in 1971, he has been working for the Institute of Water Resources Planning since. In periods 1979 – 1983, he did his PhD study of Hydraulic Works at Moscow University of Civil Engineering and later becomes well known for his studies and contributions to the water resources sector of Viet Nam. He is also known as the pioneer in introducing and applying advanced technologies at the Institute. Thanks to his efforts and directions, the Institute becomes the leading one in IT development and water resources mathematical modelling. Having involved in the most important water resources projects in Viet Nam including the development of “Water Resources Development Strategy up to 2020”, “Red River Basin Integrated Water Resources Use Planning Project”, “Planning orientation for flood control in the Central Region”, and “Srepok River Basin Water Resources Planning” as an engineer or as a manager, his knowledge and understandings are essential for his individual successes and the Institute’s prestige. Additionally, he had chances to take part in different trainings, notably the “Water Resources Development Planning/Water Resources Management” in Japan in 2002; the “Skills in Diplomatic Negotiations and Chairing of Inter-government Meetings” in the Netherlands in 1999; and the “Technology Transfer Program in Agricultural Development” in Republic of Korea in 1997 which help him to gain high productivity in his works at every position, director of the Institute, an adviser, a researcher, a high-rank participant at important international workshops. He also has important articles published worldwide, particularly Vision of Vietnam’s Water, Life and Environment in the 21st Century - From Vision to Action - A Synthesis of Experiences in Southeast Asia - Bangkok, Thailand, October 2001, and Scenario Analysis in Strategic Planning for Water Resources Development - Journal of Water Resources and Environmental Engineering - May 2004, and various articles on professional journals of Viet Nam. Since the establishment of the Red – Thai Binh River Basin Organization (RRBO) in 2001, Dr. To Trung Nghia maintains the post of Chief of the RRBO Office and the RRBO promptly joined the NARBO in 2004 right after its foundation. He advocates a very active cooperation with the NARBO by his attendance at the first and second NARBO General Meeting in 2004 and 2006, by hosting the first NARBO thematic workshop on Water Allocation and Water Rights in 2005 and JWA visit to Viet Nam in 2006, and by sending his staffs to participate in NARBO trainings, workshops and other activities. His contribution to NARBO activities is highly appreciated by NARBO Secretariat. |
